Medi-Cal is a free or low-cost healthcare program for children and adults with limited incomes and resources. Federal and state taxes support it.

Medi-Cal offers a variety of health plans that are available in each County. Each plan has a specific list of benefits and services that it covers.

Complete an Application

You can apply for Medi-Cal if you meet income limits, live in California, and don’t have health insurance. This program provides medical, dental, and vision care and maternity services for people who qualify.

Your eligibility depends on your income, family size, and whether you have children. California uses 138% of the federal poverty level to determine your eligibility for Medi-Cal. Your household income must be less than $20,120 per year for a family of four to qualify for Medi-Cal.

Some families with meager incomes are eligible for full-scope Medicaid benefits, while others may get restricted-scope Medicaid coverage only for emergency or pregnancy-related services. 

When applying for Medi-Cal in San Bernardino, you must use supporting documentation to verify your income and other information. Once you have submitted an application and all required supporting documents, your County Eligibility Worker will review your paperwork and contact you to discuss your eligibility. You will also need to provide your updated contact information so the County can keep you enrolled in Medi-Cal.

Verify Your Income

If you’re applying for Medi-Cal, your income needs to be verified before your application can be processed. It is done through an electronic database that matches your reported income to other data to ensure it’s accurate.

This verification process is called “reasonable compatibility.” If the income you report is reasonably compatible with the income information in the hub, you don’t need to provide additional proof. 

Some programs will help you keep your Medi-Cal coverage if your income increases or you start working. These are called Work Disincentives Programs or WDPs, and they can pay you a small amount of your Medi-Cal premium.

The most common documents to verify income include current pay stubs, award letters for Social Security, SSI, Railroad Retirement or VA, pension statements, alimony checks, dividend checks, or a self-declaration form by the Medicaid agency.

If you can’t provide any of these documents, your worker may have other forms available for you to fill out that will allow your application to be processed. These forms will have a box where you can write in the information you’ve been given to prove your income and may even ask for your tax information.

You should also check with your local government to see if you can get any free or low-cost benefits that can be used to pay your Medi-Cal premiums. It will be determined based on your family’s income and your eligibility for other programs.

Submit Your Application

When you apply for Medi-Cal, you will receive a Benefit Identification Card (BIC). This BIC will tell you what health plans you are eligible to enroll in and where you can get medical services. It will also tell you what your co-payment and other costs will be if any.

Medi-Cal is a public insurance program providing health care to California’s low-income people. It is financed equally by the state and federal governments. It is available to children, adults with disabilities, pregnant women, seniors, and others.
